These are just a few of the difficult questions that law enforcement managers must answer and defend in the midst of budget scarcity and a nationwide shortage of police candidates. Answers to these questions should be based on good data and good analysis.

Determining appropriate staffing levels, along with their complementary deployment plans and schedules, can often be a daunting task for law enforcement administrators. Even for those with vast experience in resource allocation and staffing, the process of job task analysis, data collection, and statistical analysis can take many months to complete.
