Robert Kreisa
Robert Kreisa is the CEO of the Criminal Justice Management Consulting and Training practice at Fox Valley Technical College. In that capacity he manages law enforcement consulting, and coordinates all management training, including an eight week executive development course for criminal justice executives. He has served a total of 25 years in law enforcement and served as the Chief of Police in Stevens Point and Sheboygan, WI. Kreisa holds a Bachelors Degree in Criminal Justice from UW-Platteville and a Masters Degree in Criminal Justice from UW-Milwaukee. Kreisa has instructed thousands of police investigators and commanders nationwide on technology and Internet related topics. He has been instructing in the Protecting Children Online and Unit Commander Programs since 1998, and conducting hands-on Internet crime related courses since 1997. He served as a consultant to the National Center for Missing and Exploited Children and the Boys and Girls Clubs of America, where he developed a national Internet Safety Program, and delivered it to Boys and Girls Club trainers from around the country. Kreisa is also a consultant to the Office of Juvenile Justice and Delinquency Prevention, and is conducting a best practices evaluation of the 30 Internet Crimes Against Children Task Forces nationwide.
David H. Perlman
David Perlman has been the Assistant Attorney General for the Wisconsin Department of Justice for the past 14 years. From 1986-1991, David handled a full range of cases in the commercial law, family law, municipal law, criminal law, and personal injury law while working for a private law firm. Before that, David was the Assistant District Attorney for Chippewa County; where he prosecuted many kinds of forfeiture, misdemeanor, and felony matters, in both adult and juvenile courts. Mr. Perlman’s many duties as the Assistant Attorney General include: teaching in and coordinating training programs for the police, jail officials, school administrators, and prosecutors. Topics upon which he instructs include: constitutional law, criminal law, use of force, corrections, open records, management liability, and general civil liability issues. He is also responsible for drafting and updating various manuals and handbooks for the police. He appears on a monthly video series, Roll Call Law, which is distributed to over 400 police departments within Wisconsin. Perlman has teaching experience as the Assistant Attorney General and has been assigned to the Training and Standards Bureau where his primary responsibility has been legal training for law enforcement and prosecutors. He has given over 1,500 training presentations on a myriad of legal subjects. In addition, he has given numerous speeches to police, lawyer, teacher, and citizen audiences. He has received numerous letters of commendation and honors as to his work. David is also a consultant for Fox Valley Technical College/Office of Juvenile Justice and Delinquency Prevention, involving national training on search and seizure and computer issues. David graduated with a Bachelor of Arts with honors from Northwestern University, and also holds a Jurist Doctorate from the Indiana University Law School.
