Gerald A. Cavis, a 30-year veteran of law enforcement, Gerald A. “Gerry”
Cavis is a security consultant and national security specialist with expertise
in pro-active prevention crime reduction; vulnerability training and
assessments; event security management; personal protection; multi-agency
planning for securing facilities; and development of command and control
operations centers. In 2004, Gerry retired from the U.S. Secret Service,
culminating his government career as Special Agent in Charge of the Orlando,
Florida field division. While with the Secret Service, Gerry managed many
of this nations largest events including Presidential visits, Inaugurals,
National Party Conventions, and large sporting spectacles. Gerry also
served as a supervisor on the elite Presidential Protection Division.
As a security consultant, Gerry brings a wide range of
knowledge and skills to the public and private sector. Currently, Gerry
serves as the Managing Director of Security for NASCAR, where he is responsible
for all aspects of both corporate and track event pro-active prevention,
safety, security and contingency planning. Gerry served most recently as
the National Security Specialist at Fox Valley Technical College where he
oversaw training for the college’s nationally-recognized law enforcement and
Criminal Justice Center programs. Gerry wrote and trained a variety of
law enforcement programs for seminars and skills specific needs that include
dignitary protection; facility security assessment; case management and
intelligence information analysis and sharing; major event planning; incident
command center and communications center development/management for events or
emergencies; field and table-top exercise coordination; courthouse security;
shopping mall and other public use facilities security and safety planning; and
school safety/security planning, identity theft, credit and banking fraud, and
cyber security. Gerry co-authored FVTC’s nationally recognized “Safe
School Security and Assessment Initiative.” Gerry developed and conducted
the training for the FVTC community programs for emergency and disaster
multi-agency planning, pro-active prevention, and response and recovery
training. Gerry also managed other programs to include the Department of
Justice – Indian Alcohol & Substance Abuse – Technical Assistance grant and
the grant-based activities for FVTC’s Safe & Secure Communities initiative.
Further, Gerry oversaw significant aspects of other tribal training grants and
programs administered by Fox Valley. Gerry is a Native American of
Apache/Cherokee descent. Gerry is a nationally recognized “teams builder”
and speaker. He routinely conducts comprehensive training for community
strategic planning with a holistic, solutions based approach.
Gerry’s expertise in security planning and event management
also benefits private industry clientele. He has served as a security
consultant, provided personal protection for Fortune 500 executives, and has
assisted corporations in the development of pro-active preventative security
initiatives and anti-terrorism planning. Gerry has consulted on security
planning for the 2004 Presidential Campaign, the G-8 Summit at Sea Island,
Georgia, and the 2004 Summer Olympics in Athens, Greece. He has also
worked as a Technical Advisor for motion picture and television projects,
including “
The Sentinel” from 20
th Century Fox, a series
pilot for ABC titled “
The Service,” the movie “
Motorcade,” which
is currently in development at DreamWorks SKG, and “
Man of the
Year.” Gerry was also a contributing Advisor to the recently
released “
Vantage Point.”
Kevin J. Billings is a twenty one year veteran of the United States Secret Service. Kevin spent three years as a member of the Secret Service’s Counter Assault Team (CAT) under then President George H.W. Bush. During Kevin’s tenure with CAT he trained alongside and against teams from the United States Army Delta Force, Navy SEALS, and with the British SAS and German GS G9. Kevin also served on President Bush’s Presidential Detail and continued to provide protection for former President Bush after his 1992 election defeat. Since 1995 Kevin has been assigned to the Orlando Field Office where he was Group Leader for the Secret Service Counterfeit Squad and assisted the FBI in the Joint Terrorism Task Force. Kevin Has received annual awards from the Secret Service for his work and from the Federal Bureau of Investigation. Since he retired from the Secret Service in 2004 he has implemented a total security package for a Fortune 500 company conducting construction business in Iraq and has provided personal security for executive and VIP travel throughout the United States, Europe and Africa.
