ADMINISTRATIVE POLICY TYPE: HEALTH & SAFETY

POLICY TITLE: Vehicles


It is the philosophy of Fox Valley Technical College to provide a safe and healthful learning and working environment. In keeping with this goal, the following policy related to the safe operation of motor vehicles has been adopted.

Policy
  1. All drivers and passengers of motor vehicles owned, leased or rented by Fox Valley Technical College shall wear available safety belts at all times the vehicle is in operation.

    All drivers of motor vehicles owned, leased or rented by Fox Valley Technical College must possess a valid driver license for the type of vehicle(s) the driver will be operating

    When a student or employee driver operates a vehicle owned, leased or rented by the College, an authorized FVTC employee needs to first give consent to the driver to use the vehicle. The driver must be under the supervision of a faculty/staff member.

    All drivers and passengers of motor vehicles not owned, leased, or rented by FVTC, while on business involving their employment with Fox Valley Technical College, shall wear available safety belts and carry vehicle liability insurance equal to or greater than the required limits for the State of Wisconsin.

  2. The driving records of those operating FVTC owned, leased or rented vehicles will be reviewed on a periodic basis by the Director-Facilities Services and the Financial Services office.

  3. Use of a Fox Valley Technical College vehicle shall be denied if either of the following circumstances are in evidence on an individual’s driving record:

    1. An accumulation of six or more demerit points within the past year, by the date of violation.

    2. Three or more moving traffic violations, point assessed, within the past three years.

  4. Out-of-state licensed drivers using FVTC vehicles shall be required to sign an affidavit verifying that their driving record meets the above-listed criteria.

    Exceptions to the vehicle use requirements must be approved by the offices of the Vice President-Administrative and Financial Services or the Director-Facility Services.

  5. All drivers of the FVTC 15-passenger vans must complete a mandatory 15-passenger van training class offered through the FVTC prior to being given authorization to drive a 15-passenger van.

  6. All other drivers of FVTC vehicles are encouraged to complete an advanced driving techniques class and periodic refresher courses. The course fees for such instruction will be paid by FVTC. The above instruction may be required by a unit supervisor of employees who regularly drive school vehicles. Regularly means once or more per week.

  7. All regular, full-time employees will be provided Safety Driving Benefit Coverage according to FVTC’s Group Travel Accident Insurance Plan.

  8. FVTC students under the age of 18 will not be permitted to operate FVTC owned, leased or rented vehicles off FVTC premises.

  9. The operation of any FVTC-owned vehicle or equipment by any staff or student while under the influence of alcohol or any illegal substance is strictly forbidden.

  10. The use of tobacco products is prohibited in all vehicles owned and leased by FVTC.
District-Owned Vehicles
The Fox Valley Technical College maintains ownership of several motor vehicles for use in support if its programs and educational services. The following provides a description of the types of use and guidelines for the use of district-owned vehicles.
  1. Vehicles are used on the basis of the following categories of assignment:

    1. Permanent--means the vehicle is assigned to an employee for day-to-day use for an indeterminate period.

    2. Temporary--means the vehicle is assigned for a specified period of time.

    3. Department vehicles--means vehicles operated by a specific department.

    4. Vehicles not licensed for road use--means vehicles used for instructional purposes only, on the FVTC premises.

  2. Permanent assignment is made only on written consent of the College Board. Permanently assigned vehicles may be used for business or personal transportation, with personal miles reimbursed to the College.

    Accounting for personal use of permanently assigned vehicles shall conform with Internal Revenue Services rules and FVTC policies detailed in the “Travel Expense Reimbursement” guidelines.

  3. Temporary assignment may be authorized verbally by an employee’s or student’s immediate supervisor and is limited to business use only. Departments which operate district-owned vehicles shall develop guidelines and checkout procedures for the use of such vehicles.

  4. All drivers must possess a valid Wisconsin driver’s license for the category of vehicle(s) driven.
Motor Fuel Supplies
FVTC purchases motor fuel of various types for use in its automobiles, trucks, and groundskeeping vehicles. The high cost of such fuels necessitates operating procedures which provide a high degree of control and accountability.
  1. Responsibility for managing the use of motor fuel supplies rests with the Director-Facilities Services.

  2. Use of FVTC purchased motor fuel is limited to district-owned or leased vehicles, operating on official business.

  3. Authority for use of motor fuel from FVTC pumps is granted by the issuance of a USER CODE to individuals and departments. Such codes are issued by the Director-Facilities Services and changed periodically, as needed, to protect the security of the system.

  4. Reports on fuel utilization are maintained by the Facilities Services office, and are reviewed regularly by the district auditor.

  5. If discrepancies exist, the Director-Facilities Services investigates until the issue is properly resolved.
Procedures detailing the use of motor fuel supplies are maintained on file in the Facilities Services office.

AFFIDAVIT OF SAFE DRIVING RECORD


I _______________________________________ hereby attest that my driving record within the past three years qualifies me to drive FVTC vehicles, based on the criteria established in paragraphs 3a. and 3b. of FVTC’s “Safe Vehicle Operation” policy. These criteria are stated below.
